General Instructions

The Chartered Accountant firms in the country having at least one full time FCA (Partner/Sole Proprietor) as on 1st January 2009 can apply for empanelment with this office for allotment of audit of Public Sector Undertakings/Statutory Corporations for the year 2009-2010.

The term full time for partner/sole proprietor /CA employee does not include:

                               i.      Partner in other firms.

                            ii.      Employed part time/full time elsewhere, practicing in his own name or engaged in practice otherwise or engaged in any other business/activity which would be deemed to be in practice under section 2(2) of the Chartered Accountants Act, 1949.

                          iii.      Partner whose compensation from the firm is not commensurate with the total compensation (share of profit, remuneration and interest on capital etc) paid/payable to the partners during the assessment year 2008-2009.

The firms who intend to be empanelled with this office need to submit their application online, available in the website of this office from 1st January to 16th February 2009 and furnish the following supporting documents, which should reach this office by 27th February 2009.

(i)                 Online acknowledgement letter generated at the time of filing online data containing a distinct acknowledgement number.

(ii)              Statement-I:  Undertaking signed by the sole proprietor/all full time partners of the firm as per format.

(iii)            Statement II:  Signatures of full time CA employees as per format.

(iv)             Statement III:  Computation of income of each partner/sole proprietor from firm/ other sources as per format.

(v)               Copy of partnership deed of the firm.

(vi)             Copy of Income Tax return of the firm for the assessment year 2008-2009.

(vii)          Copy of the annual accounts of the CA firm along with all schedules for the year 2007-2008 including distribution of income among the partners.

(viii)        Copy of CISA certificate in respect of members who have qualified CISA.

(ix)             Duly filled up check list of the documents as per format. (to be placed on the top).

(x)               Self addressed acknowledgment form for receipt of documents as per format.

On top of the envelope containing the documents, the following should be stated:

               “Regarding: Application for empanelment of Statutory Auditors”

        The documents should be properly tagged and page numbered.  This office owns no responsibility for loss of any documents, which are not properly tagged or sent subsequently in piecemeal. Only applications complete in all respects will be considered. Incomplete applications or documents received after the prescribed last date will not be entertained. The decision of the Office of C&AG of India in this respect will be final.

        The information submitted by the CA firms is subject to verification with the details to be provided by the Institute of Chartered Accountants of India.

        This office reserve the right to inspect the offices of the Chartered Accountant firms empanelled with this office to verify the correctness of the information furnished in the application for empanelment.

        The firms who give false information or information furnished is found to be incorrect will be disqualified from empanelment/allotment of audit for a period of 3 years and are liable for disciplinary action under the Chartered Accountants Act, 1949 and the regulations formed there under.



Instructions for updation of data for the year 2009-2010

  1. While the new firms will be required to register themselves afresh and enter the data, the existing firms will have to update the existing data.  The firms which entered their data last year can access the data with the same userid and password allotted to them last year. Firms who do not remember their userid and password may use the option “Forgot password” to retrieve the same.
  2. The existing firms whose ICAI registration has changed due to merger etc. should apply as a new user.
  3. The firms can enter/update their data online any time before 16th February 2009, but before generation of the online acknowledgement letter. Once the online acknowledgement is generated, no request for change in the data will be allowed.
  4. In firm’s details, if the city entered in ‘Firm station’ is available in the drop down menu of the ‘nearest city’, the same city should only be selected so that ‘firm station’ and the ‘nearest city’ of the firm remain the same.  For e.g. if Delhi/New Delhi is entered in ‘firm station’ then ‘nearest city’ should also be New Delhi.
  5. In Member details, the details in column 16 (a, b & c) should match with the capital account/schedules attached with the annual accounts of the firm for the year 2007-2008. Sole proprietor should fill his total income in column 16 (a).
  6. In Branches, the firms need to enter only one branch for each station, even if there are multiple branches in one particular station.  Branches in stations where the Head Office of the firm is located are not to be entered.
  7. After filling up the online forms, the user is required to confirm that he/she has viewed/Carried out the required changes in the data by clicking the confirmation button as ‘yes’ . The online acknowledgement letter will be generated only after such confirmation.
  8. The online acknowledgement letter containing a distinct number is required to be sent to this office along-with the documents mentioned in the checklist.  The online application will be treated as filed only on generation of the online acknowledgement letter. Even when there is no change in the constitution of the firms, online acknowledgement letter is to be generated.  Application for empanelment will be treated as final only when the online acknowledgement letter along with the other required documents are received within the due date.
